GitHub used its Universe conference on October 28 to reposition GitHub Copilot from a coding assistant into a system for finishing work. Four announcements matter most for anyone choosing a coding tool.

The Copilot app

A new desktop app, currently offered as a download for Macs with Apple silicon, built to take a task from issue to merge. It connects agents and tools across projects and also covers work around the code, such as writing specs and analysing telemetry. Inside it, Copilot projects, available from launch day, run agent work across several repositories in parallel with one place to track progress. A cloud agent session can be followed and steered from the app, VS Code, the CLI or the web.

Copilot Fusion

Fusion is a model router: you pick it in the model menu, and for each request it chooses which models to use and how, from a single model up to several that draft, critique and revise. It is generally available in VS Code, Copilot CLI, the Copilot app and JetBrains IDEs. Fusion Standard is on all plans, including Free; Fusion High needs Pro+, Max, Business or Enterprise; Fusion Max needs Max, Business or Enterprise. There is no separate fee: you pay AI credits for each model it calls.

GitHub claims Fusion Max scored within two points of Claude Opus 5.5 Max on the Artificial Analysis Coding Agent Index at half the cost and in 40% less time per task. That is GitHub's own claim.

Code review Max

Copilot code review gets a third, most thorough level, Max, in public preview. It uses several high-reasoning models, and GitHub's documentation puts the average cost at about $10 in AI credits per review, against about $1.50 for the default Balanced level and $0.25 for Lite.

Copilot included for GitHub Enterprise

GitHub Enterprise customers can now use all Copilot features, including the app, code review and automations, without buying a separate Copilot subscription. They pay for the AI credits they use. For now this goes through GitHub Sales, with self-serve promised later, and existing Copilot Business and Enterprise customers can keep their current plans. For individuals, Copilot is listed at $10 a month for Pro, $39 for Pro+ and $100 for Max.

What this means if you are choosing a coding agent

If your company already pays for GitHub Enterprise, ask your admin about the credit-based option before buying a separate coding agent: you may get Copilot without a new per-seat contract.

If you are comparing Copilot with Claude Code, Fusion and code review Max make the products closer, and cost now depends on credits used rather than seats. See Claude Code vs GitHub Copilot.
